I want the good moves but I don't really wanna wait until level 50+

Do I permanently lose moves if I evolve it prematurely? How does it work?

Anything beyond Thunderbolt is of no concern. Hold off until 42 if you can, since you can't get Thunderbolt until you beat the Elite 4... If you can't wait that long, just get Discharge and evolve. Evolving gets you Psychic automatically.
