There's bulkier water types, more damaging water types and Alomomola is technically a better wish passer the things Vaporeon has over any other are its Water Absorption deterring Scald spam and Baton Pass allowing it to pivot into frailer mons safely and letting them get wishes without taking damage (Before BP got banned in order to make canceronion slightly less annoying (it didn't work)). Yeah, I like Primarina but I don't see her in UU. BL2 at best. There's just not anything to bring to the table that other water types can't. Rest Talking will not do much because Primarina just doesn't have the bulk to run it effectively. Maybe if GF decides to be kind and add a few key moves in the future, which is doubtful since none of the Tutor moves will help.

Yeah. Water/Fairy might be a good typing, but Primarina really can't use that to its full advantage because not only is it slow, but its bulk isn't anything special. Good Sp Attack, but that's it.

There's already a lot of water types in UU that are bulky enough to do what you want. Primarina's niche of having all these nice attacks doesn't mean much if it's outclassed in whatever role you're trying to put it in.
