It's the opposite. The NPCs share a resemblance to the UBs because they want to look like them.

Just to be clear, the resemblance is mostly due to Lusamine's obsession with these things and having people close to her dress like them.
That aside, I guess Hala and fuzz lord are similar somewhat in color scheme and Hala's ace is a rotund crab. That one seems to be a coincidence though.
