We have this thread but the player is explicitly referred to as the region's first champion. Whatever kukui was, challenger, 5th elite 4 member, just a guy who wanted to have a private battle not officially related to the league, he wasn't the champion.

In Red & Blue, the Champion and the final member of the Elite Four were meant to be the same thing. You only ended up fighting five people because Blue got there first.
How come since then it became standard to have four+ a champion?
