Both can be caught in game.
There's really no reason to try and make it good unless you're a furfag, in which you should just kill yourself

Does this pokemon even get no guard? I'm confused, I thought it did but Bulbapedia says it doesnt. And I've had Lycanrocks with Vital Spirit and Keen Eye, I didn't think No Guard was a hidden ability.
