Its ability is useless. Arceus doesn't need an ability in order to change its type, so make the memories change Silvally's type by themselves. Give it a good ability (can't think about one in particular) and change its base status to 100/100/100/100/100/120 (speed is higher because Type: Null had that heavy helmet).
Also it's a pokemon supposed to resemble all types, so give it a really good movepool. Physical moves it could get: earthquake, stone edge, waterfall, crunch, play rough, seed bomb, wild charge, icicle crash, etc. Special moves it could get: solarbeam, dark pulse, aura sphere, psychic, bug buz, dazzling gleam, etc.

It's an unholy mix of Arcanine, Hitmontop and Gyarados that can fake out and u turn at the cost of fighting nuke and wide guard/quick guard.

Incineroar is quite godlike as a VGC mon.
