You probably got shit IVs. It is actually a pretty solid Pokemon both in game and competitively. It has shitty defenses, but it makes up for it with a great speed and special attack stat as well as a pretty good movepool.

As somebody that used Cosplay Pikachu in ORAS playthrough (Pikachu's and Raichu's bulk is almost the same), I must say that Pikachu line is fast and can hit hard with the best sets, but they won't live to count any hits they took because of its bad bulk so expect Raichu fainting to resisted hits (30/40/50 for Pikachu, 60/50/85 for Alolan Raichu)

It can only learn Nasty Plot as Pichu at Lv. 13, if it already learned or tried to learn Nasty Plot then you can make it relearn the move with the move relearner.
