Why are these 4 pokemon everywhere in the overworld? Will they

I was thrilled at first to finally have full sized pokemon walking around in the world, and that quickly wore off then it was the same handful of them over and over

A lot of Hypnos too, which is a pokemon that would really benefit from an Alolan form. Psychic/Dark seems appropriate enough, but they could go in a wildly different direction like they did with Marowak.

I want them to do some kind of dumb sidequest in Stars where you see the same two Pokemon over and over throughout your journey in certain locations (like Gabby and Ty).
First a Magnemite and a Poliwag
Later a Magneton and Poliwhirl
Then the two of them separated, with the implication that they broke off
Then later, as you walk down Victory Road, a Magnezone/Politoed pair walks up to you and challenges you to a double battle, with Drizzle + Icy Wind + Thunder Spam.

It's not just them, Machamp and Probopass are everywhere too.

It's basically laziness, they made overworld models of specific Pokemon, so they just reused them over and over again.

Genuinely interested how you feel that. In terms of mid evolutions poliwhirl is a bit and it merchandise occasionally but shilled is a strong word. Shilled is like gardevoir or lucario, pokemon they incorporate constantly. Poliwhirl was pushed a bit around gen 1 as I guess theybhad faith in it, once they found out it wasn't as popular it wasn't pushed so much.
