Why doesn't Ula'ula or Poni island have graveyards? I mean both Melemele and Akala have them but why not the other two? Especially since Ula'ula has the ghost trial captain so you'd think if anything that place would have a graveyard, but it doesn't. Did the Tapus there forbid it or something?

Nobody lives on Poni Island except the Seafolk, but they're always "moving." So no graveyards on Poni since nobody lives there.

They kinda are. Tapu Koko is probably the nicest one and it's not like he's going to stick his neck out for anyone.
I think most people respect the Tapus because, well, what else can you do? Pissing them off will end badly for you
