Torchic was barely used since she focused on Beautifly/Skitty. But as a Combusken it was used heavily.

Combusken is in nearly all of May's Contests or big battles from the time it evolved till AG ended.

It's kind of semi-established that Rowlet replaces the early route bird role, so if anything, it will be fully evolved but will have a role more akin to Ash's early route birds like Swellow, Talonflame and Staraptor.
