If Toucannon was Fire/Flying it wouldn't need to build up heat on it's beak to actually execute Fire attacks. The "Heat" emphasis on the design is only a functional aspect of Toucans IRL. Its just as comparable as a non-Fire type Dragons that get allot of Fire moves due to their creature basis.
