yes and you can't

There are too many models with an unreasonably high polycount on screen at once.
If you're using a regular 3DS, a New 3DS can handle it better.

There's framerate drops on everything that's not a single battle between two Porygon

There's dust in the 3DS components, a quick fix is washing it and be sure water enters the holes.
Remember to let it dry before turning it on again.
