Finding these has been absolute torture. I accidentally killed the first one I found with a critical Hp fire. And now I'm 213 battles in with no second Feebas.

In the area before the water trial totem 'mon. There's a rock udnerwater with splashes on it just outside the entrance to the totem area. Just save above that rock (make sure you don't scare the splashes away), and fish. If you don't get Feebas, just soft reset with start+select+L+R and keep trying til you get him. Fishing without the splashes is a 1% chance, so don't try that.
