I got my female at the beginning by soft reset about 7 times.

I hatched a dozen of each starter and I had 3 female rowlets, no female litten, and 2 female popplio out of 12 eggs each.

The odds are definitely against you, but it shouldn't never take 60+ eggs. Unless you're fishing for a decent nature along with the gender, 15 tries at most should do the trick.
