What's best nature for this guy? His stats are all over the place?

Adamant is mostly prefered? but you could make a case for a special Araquanid if you feel that an Azumarill would be doing the physical job too much better than it? because there isn't a special Azumarill?

Well that 132 Sp.Def certainly makes it look like he's meant to be a special wall of sorts, but doesn't really have the HP to go full tank.
Does his water ability mean that his water moves get doubled in power? cause that could be amazing in combination with his new liquidation move. the defense drops it gives also make up for his lackluster attack stat.

Yes, Water Bubble doubles the BP of Water-type moves.
Any nature that reduces SPD or SP. ATK and raises ATK, DEF, or SP. DEF is good for Araquanid.

I've been running adamant, works well in VGC format but can be harder to use in singles.
when does it learn a physical water move? I'm still stuck with Scald and have to rely on Bug for stab physical

I couldn't find the NPCs who give waterfall and surf, so I was stuck with bubblebeam for most of the game. What's nice is that the move reminder lets you teach any move from the pokemon's movepool, regardless of whether it actually learned it at one time or not, so I taught it Liquidation as soon as I hit the Pokemon League.
Brave or Relaxed seem best to me.
