Cyrus was easily up there. Sinnoh suffered from very drab characters. The E4 & Gym Leaders were boring. Team Galactic were only interesting because nothing else was.

I would say so yes. Other popular NPCs from DPP include Barry, Riley, Gardenia. Probably more but these games are pretty old and most of them have only appeared in DPP.

In my opinion, he had too few lines. If you read into him a bit more, he's got quite a story behind him but otherwise, he's too much like a side character.

Also Looker is from DPP is he is very popular if his appearances in game are any indication.
