Gen 2 had the misfortune of being the first remakes after the 4th Gen physical/special split.
That, in addition to being on the DS, which feels much more convenient to transfer pokemon from than the GBA, means we won't be seeing Gen 2 attention again for a very, very long time.
I could see a 1st gen remake and a 4th gen remake far before a 2nd gen one.
2nd gen starters will see attention from GF when it's profitable to do so again.

Johto was my one of my favorite regions but it's definitely a black sheep in the series.
Cramming Kanto into GSC was an interesting and fun idea but it left Johto in a weird limbo where it never quite felt strong enough or long enough as its own adventure. Not even in the remake.

johto is a good region though, it has a great atmoshpere, good pokemon selection, as much content as kanto if not more, lots of side areas, some of the best gym fights in the series etc
agree kanto was bad though it was somewhat fixed in hg/ss along with the level curve
