There were shinies in the battle tower thingy in FRLG and Emerald.

I remember a random Picnicker on the road to Mt. Ember had a shiny Meowth in one of my LeafGreen playthroughs.

I loved rebattling her with the VS Seeker.

Erasing that save file was a mistake.

This has been a thing since gen 3's Battle Tower.

It was rare but you could encounter them in the higher level battles.
