There's seriously no question. Join Avenue. Festival Plaza is frustrating and way too random to utilize well.

Join Avenue. The guests in Festival Plaza are often confusing and act like broken-down robots, most of the buildings are shit, and it feels less of a progression when you level it up because they hand out FC like it's candy.
