Why not use eevee and evolve it into espeon or umbreon instead?

Because Eevee has like a 5% encounter rate and you need to max friendship to get it to evolve
Better to just go to the big starting city and Quick Ball abras(25% encounter rate) until you get the natures you want then breeding them with everstone for synchronize(if they have inner focus)
