So the fact that while the other Pokemon try to look more sinister and scary and Bewear just looks the exact same just goes to show how unnerving it already is.

I'm pretty sure he pokemons just have the Z-move animation on constantly. If you use a Z-move you'll notice that right before it the user has its eyes looking determined or whatever.
