I was mostly thinking about gen 3-6, but gen 2 did still improve pretty heavily on gen 1's graphics in regards to color.

You don't even need all of the bells and whistles. They could add no new moves and mechanics, a new generation is simply a new batch of Pokemon in the Pokedex. If a new set of Pokemon (not Megas or forms, actual Pokedex numbers) is added, then it's a new generation.
