Greninja is still better than his fellows but I have a hard time picking Froakie again after Ash-Greninja became a thing, so whatever.

Gen 1:
Everything is good. Bulbasaur is a little less great than everyone else though. Neither condition (all too good/all too bad) fulfilled.
Gen 2:
Chikorita is lame if you're younger but if you get around how feminine it is (or if you're into that shit I guess) it's fine. Very solid starters all around, arguably all too good.
Gen 3:
I don't liek mudkipz. Swampert is also sort of weird design wise as is sceptile (Grovyle and Treeko are great though). Combusken is iffy too. If it was just the starters' first stage this would be arguable but with everything they are not all too good or all too bad.
Gen 4:
All of the first stages are good and all of the final stages are good. Monferno and Primplup are iffy but not bad. Strong contender for 'all too good' condition.
Gen 5:
they're all pretty bad, particularly final forms. Smugleaf is fantastic though. Strongest contender for 'all too bad' but Smugleaf having a fantastic first form saves it. Wotter is pretty good too actually but I'm still mad at Samurott.
Gen 6:
All of them are incredibly solid first stages and the final stages are all great too. Solid choice for all too good. All the final stages are less great than the first stages but still good.
Gen 7:
Still too early but I like all of them quite a bit.

Blastoise and Venasaur are cool, Charzard's wings are too small. Venasaur is the coolest, he looks "ugly" but he looks like he'd actually be a strong pokemon that could fuck shit up.

I still fucking hate Gen 4 even more with time, all of those starters were shit, Empoleon kind of grew on me but overall I never felt good about any of the starters.

X/Y were the first games in years with starters I liked, the Fire fox and the frog are great.

As for Sun/Moon, I love Incinerator as a starter, the owl isn't my thing but he ends up being pretty cool.

The weak one is the water clown, replace that with the frog from X/Y and you'd have a really solid Starter lineup in Sun/Moon.
