Haven't gotten to him yet, but from what I hear he's surprisingly vicious and intimidating, less like the Skull grunts and more like an actual gangster. The Skulls love him though, and he has his reasons for being the way he is.

He's pretty brutal to the PC, but there's a couple nice show-not-tell hints that he cares for his own. He raised a Wimpod, showing he's not cruel to his own Pokemon. His gang literally refers to him as "our boy" and will do anything to get him back when he's in danger.
