Nah you see the seaweed is grass/ghost and it possesses/drags along the anchor and boat debris.
That's why it has an ability that increases steel type attacks because its got steel on hand to enhance it.

The ghost possesses the seaweed to allow it to control the anchor like tendrils. Pallosand is different as the SAND is being possessed. See the shovel? That's basically the anchor equivalent.

It's brown and green (plant-like colors), covered in seaweed (a plant), and has a captain's wheel (which is made of wood)

For what it counts, its ability gives it functional steel STAB. Meaning while its weaknesses are determined by its body (seaweed and spoop), its offensive capabilities do account for its anchor/steel body. shame it had to lose an ability slot for it.

The anchor isn't part of the pokemon. Just like farfetch'd isn't a grass type because it holds a leek and Conkledur isn't a rock type because it holds stone pillars.
