Won't help for elekid, but paralyzing them stops them calling for help. Get yourself a pikachu and use thunder wave.

Paralysis stops them from summoning, but there's absolutely no hints that this is the case as far as I know.
But golly I sure love it when Random Shitmon #7274 summons additional allies for 10 consecutive turns when I just want to move on.
