Nope, like most stone evolutions, it doesn't learn any moves after it evolves. It gains Psychic as a level 1 move but you can only get access to that with the move relearner at the end of the game.

You may need to catch a new one. A good thing to do is max out your Pichu's happiness before then. It will learn Nasty Plot, evolve, and then learn Electro Ball at 13 as a Pikachu.

Make sure you get the soothbell on route 3 and abuse festival plaza friendship cafes to get one.

Also remember, friendship and pokemon refresh are NOT related. Friendship is something you raise by winning battles and keeping them in your party. Refresh only raises happiness (which I accidentaly said before. I meant to say friendship)
