I think it has other reasons. Many of pokemon fans at gen 1 were mostly male kids. And of course every kid becomes teenager. So on gen GF decided to experiment with that fact and make pokemon looking like female human but this pokemon also needs to look pretty. And we have gardevoir.

Gf seen gardevoir succesfully got attention from audience so GF for now gives few waifumons every gen.
