You could argue it's an "Easter egg" because the game doesn't really acknowledge it elsewhere and the lore of this game isn't taken very seriously by anyone.

Of course, it could just as well be their way of confirming it. Like I said, no one takes the lore seriously, so they could have just gone and said "We like this theory, it could be fairly plausible. Let's just let a Kangaskhan come help a Cubone in our new game!"

I've personally not encountered one yet. Cubone's calls for help seem to go unanswered most of the time.
