I vehemently remember, when I was young, constantly drawing Pikachu with black tail-tips myself. When I finally hit the Berenstain/Berenstein threshold when I was around 13 or so, I wrote it off as just being wrong.

Nowadays, Cosplay Pikachu (a specific female Pikachu from Omega Ruby/Alpha Sapphire with the ability to swap between different costumes) has made it kinda-sorta canon, as she has a heart-shaped, black tail-tip, but that's it.
