Not Pokedex, but you should remember that GF loves to pick up obscure ideas and shit from previous games, like Mega Evolution is pretty much the culmination of Colress's character.

In RSE, the Devon Corporation was studying how to see and interact with Pokemon's dreams. In BW we got the Dream World.

They were also studying a device to talk with Pokemon. Rotom is known for possessing appliances, and a trainer always brings his Pokedex around no matter what, so it was a simple 1+1 in logic. Not to mention that since an Oak is in the game, the reference with the anime's Oak Pokedex Lectures(which always had a Rotom since XY) is nice.

The anime, however? That is probably where you're right.
