An unevolved Pokemon with a transformation and like 8 different looks that evolves into a similar Pokemon who does it all again doesn't make sense from a design-efficiency perspective. Pikachu does but only because it's the mascot. Just make it good the first time (they did). The added bonus is that now we got a Pokemon that is both adorable AND powerful.
