Not really since it requires 2 other pokes to to get off the ground, most swift swimmers hardly needed setup besides Drizzle. He's good, and with the proper setup is a beast, but once that terrain or weather wears off there's not as much going for him. He fills a niche, but it's very specific and the setup is really obvious
