It's found on the first island with island scan.

The island pokemon are set per day. So no matter how many times you reset and rescan, it'll be the same pokemon. It'll be different on each island, but again, gotta wait a day for a new one.

It takes 20 hours to recharge the scanner, so it's probably worth catching whatever junk is there anyway.
