Literally every other gen, if you saw an NPC pokemon, you could catch it. The NPC pokemon were always native to the region.
Hell anytime there was some weird ass unencounterable pokemon that appeared as an NPC, it would still register to the pokedex. Like the box legendaries in diamond and pearl. (the where you had to visit the old lady to get a picture of palkia/dialga)

Some poor autistic kid is going to sit there and see the ride on Charizard and flip the fuck out when he cant catch it.
