I was so excited when I got there. Po Town and the Skull Mansion is easily the best villain base raid in any Pokemon game.

Well from what it seems it's more that Po Town was a ghost town that Team Skull re-inhabited. I mean they're living in squalor anyway and Skull is seen more as something to laugh at then as a threat in the public's eye.
