MGS has much better gameplay between the cutscenes, I'd say. It's a different genre though, so that's all opinions
Main difference is you can SKIP cutscenes and dialog in MGS.
But yeah Snake Eater is like 30 minutes of cutscenes before the first bit of gameplay, then another 30-60 before the real mission begins.

You're handicapping yourself by wasting your time watching some of the most underwhelming "ultimate" moves in the history of jRPGs in a game where every move with BP 70 or higher is already a OHKO. Not to mention the wasted item slot that could've been used for something with more utility.
