Yeah it's possible just compile an NTRCheat plugin with the No Outlines Gateshark code and boot into NTR before starting your retail copy

Why are people so obsessed with removing the outlines? Does it give a performance boost?

Yes, on a New3DS you can get a NTR plugin that removes the outlines. You can also try HANS and patchthe code.bin file, but I'm not sure if that works.
