Are the shiny rates upped in sun and moon? Do we get to fucking

I heard starters were shint locked but not positive. That is a good question regardless, have a bump.

Starters aren't locked. The shiny rate is not increased. You can't tell if your starter is shiny until you name it.

Starters only appear as shiny once you get to the nickname screen, in cutscene they are their normal colors

I've been chaining for a Pikipek. I've seen around 150 in this encounter and still nothing. Been at it for 2hours.
