Rocket had those beds that heal whenever you slept in them.

They'd heal their pokemon even if they were bad guys, just because it'd be pokemon cruelty to turn them away.

besides, I am sure Pokecenters have an obligation to take everyones Pokemon and heal them

Probably their teams base. Magma/Aqua(in ORAS at least) have beds you can nap in while you raid their hideouts that heal your mons, I think Plasma and Galactic bases also have them but not 100% sure on that. In the Orre games, I'm pretty sure they have healing machines in their bases.
