Poliwrath's River is pretty easy compared to what comes next.
Just grind a bit and you should be fine, but start preparing better for the next dungeons

In Poliwrath's River. You said you already lost all the money, so deposit whatever items you have left and go there. Your goal should be just defeating more enemies possible before fainting, then repeat all this until you gained 1 or 2 levels
