The reasoning was that Baton Pass was a cancer that needed to be removed instead of 'fixed' again. Look at all the clauses that went into trying to balance BP while keeping it unbanned. They limited it to 3 users to kill Dennis's team. Then they limited it to 1 user. Then they banned passing speed + another stat at the same time. The slate was to ban BP and let it be over, ban BP+boost which completely changes how it functions, ban Celebi which was otherwise fine, or do nothing. Baton Pass was the best option since other BP users could do what Celebi was doing and BP reached clause bloat levels a long time ago. UU just happens to be the only tier that was willing to admit the bloat was retarded.

Grass is one of the few types that can get several 'mons, even monotype 'mons, into OU without legend + BSTs. You have Ferrothorn of course, plus Tangrowth and Amoonguss, plus Serperior playing with borked mechanics, plus what I believe to be the Pokemon with the lowest BST in OU with Breloom. Also Mega Venusaur, but that's in the Legend + BST camp. Water and Ground are two of the best all-round types in the game, and being able to shut down both of them in one team slot is very valuable.
