Doesn't matter anyway.

Since Raichu got the +10 speed buff in Gen 6, you are basically always better off just using a Life Orb Modest Raichu rather than a Timid Light Ball Pikachu, or an Adamant Raichu instead of a Jolly Pika.

Pikachu can only pull off mixed damage output better, and its gotta be sacrificing something to do that.
