Freeze's problem is its too fucking broken to be anything more than a really rare occurrence on specific moves. It needs to be nerfed to make it more accessible, but at the same time nerfed Freeze is essentially just Sleep.

As if a Sleeping target waking up the next turn isn't annoying enough, Freeze doesn't even have a 1-turn guarantee
If you outspeed your opponent and Freeze them, they can thaw out and attack in the same fucking turn as if nothing ever happened
Freeze is just a status that GF failed to find a use for, and it only sticks around for legacy reasons. There's no real niche for it beyond accidentally infuriating your opponent beyond belief.
