Who's the best Tapu and why is it Tapu Koko? jk they're

for real: koko has higher atk while he has a special based movepool. and he doesn't even get play rough. Haven't really looked at the others. So can't judge. Designwise he is best tapu.

Tapu Lele is still better, unfortunately. Tapu Koko doesn't have a Fairy physical STAB.

Special koko is a threat. It's basically a better Raikou. Slightly less sp.atk but more speed, a good secondary stab, and a free +1 on its main stab from electric terrain.

Koko and Lele are the two best for sure, but the others are definitely viable as well.

Topu LUL is a wallbreakering monster, i actually think it's most viable to have at least 2 tapus on a team since you can terrain cycle with them like you can weather.
