It cannot create more of ITSELF through breeding. Not that it can't breed. That's why I brought up Phione, because to this day Manaphy is still the only Legendary Pokemon that can breed. But it doesn't create more Manaphy, it creates Phione. Kommo-o can breed, just like Manaphy, but breeding it creates Jangmo-o, not Bagon. Hence, why Psuedo-Legends aren't in the running for Legendary status.

"Mythical" according to the trends currently being followed simply refers to an Event-only Pokemon, meaning you can't catch it by any normal means until a special code or some other distribution is held.

Deoxys used to be Mythical but now you can get it in-game without any special events, so now it's simply Legendary.

In-game, Mythical means almost nobody in recorded has ever confirmed whether the Pokemon is real or not (until you, the player, happens to obtain it, that is).

Mewtwo fits perfectly. It's an escaped Lab monster, and people only know of its existence due to stories of it in Cerulean Cave, and perhaps re-tellings of certain diary entries in Cinnabar.

Genesect fits into the Mythical category for the same reason, because unlike Mewtwo, Genesect never escaped, there aren't any stories, evidence, or legends surrounding it like Mewtwo. The only acknowledgement of it's existance at all are the NPC's who have the Drives.

Mewtwo is the Man-Made Legendary Pokémon.
