His ability is fine.

With his 3 Priority moves, it's actually good. Aqua Jet, Sucker Punch, or First Impression basically all get U-Turn's effect - there's nothing bad about this.

The only actual issue is his Bug Typing, which just means you'll need a Defogger or a Spinner.

You can also have him hold a Red Card, to basically have the effects of Roar and U-Turn on the same turn.
