They don't have a purpose. They serve Guzma. Whatever he wants, they follow, all the way until the end when they become good.

They're just a bunch of rabble-rousers who don't have any particular goal other than to be hard and throw gang signs at you. They kinda treated as an incompetent joke and are never really much of a threat or even really "evil" per se.

The grunts are people who failed the island challenge and basically look up to Guzma who also failed but is still really fucking strong (in their eyes) and thus follow him.
