Looker is actually a cool NPC though. A detective in tbe pokemon world is a cool concept and works well. Also it makes sense for him to travel to different regions story wise so it's not as forced. His roles are typically small but effective and don't feel forced.

He's a part of the International Police, and since there seems to be a villain that wants to destroy their home region every few years, he's going to be there to arrest them and clean up the mess by their leftover lackies

They honestly just need to make a game where the story centers around him somehow without 70 percent of it being cutscenes.
