Back then GF seemed to want to consistently improve the games and not purposefully ditch and hold back features.

Gen 2 didn't take away features from Gen 1 except Safari Zone, fossils and Surfing House. Gen 4 had contests and secret bases in name only, they were nothing like Gen 3's.

Contest should be an alternative league on their own like in anime and expanded upon in each release after. I hated the 8 gyms formula because I loved contest gameplay (although it lacked a bit) and I always wanted to be like anime May in game.
